Evaluasi Efisiensi Penggunaan Anggaran Pengendalian Inflasi: Analisis Menggunakan Data Envelopment Analysis (DEA)

Abstract
This study shifts the focus from examining inflation and its determinants, as emphasized in prior research, to evaluating the efficiency of inflation control budget utilization at the ministry/agency level. It employs Data Envelopment Analysis (DEA) as an alternative to the ordinary least squares (OLS) approach commonly used in earlier studies, enabling more comprehensive efficiency evaluation. Inflation is a key macroeconomic indicator that must be maintained at a low and stable level because it directly affects purchasing power and economic stability. To achieve this objective, the Government, through the Ministry of Finance, allocates an inflation control budget within the State Budget (APBN), which is distributed to all provinces, including West Sumatra Province. However, the increase in the inflation control budget in West Sumatra has not been accompanied by improved inflation performance, as inflation has exceeded the national level, indicating potential inefficiencies in budget utilization. This study aims to analyze the efficiency of inflation control budget utilization by ministries/agencies and activities up to the third quarter of 2024 using Data Envelopment Analysis (DEA). The results indicate inefficiencies in several inflation control activities conducted in February, May, July, and September by Statistics Indonesia (BPS), the Ministry of Marine Affairs and Fisheries, the Ministry of Public Works and Housing, the Ministry of Transportation, and the Ministry of Agriculture. Therefore, it is recommended that the relevant ministries/agencies focus evaluation and optimization efforts on the inefficient activities to improve budget efficiency and enhance inflation control effectiveness going forward.
